The European Commission has published a proposal for a new Framework Programme

Twice bigger, simpler, faster and more impactful. This is what the new Horizon Europe 2028 - 2034. 

European Commission has proposed following structure for FP10 (so-called Horizon Europe 2028 - 2034):

   - Pillar 1 - excellent science - ERC, Akce Marie Sklodowska-Curie and partially JRC 
   - Pillar 2 - competitivenes and society - support of collaborative research and innovation in areas of high societal impact. It targets EU competitiveness in areas like the clean transition, defence, digital leadership, industry, space, in close cooperation with the European Competitiveness Fund. 
   - Pillar 3 - innovation - support of innovation activities in Europe, includes European innovation Council and European Innovation a Technology Institute; development of new products and services     
    - Pillar 4 - ERA (European Research Area) - incl. WIDENING

The new Framework Programme for Research and Innovation, known as FP10, was published following the presentation of the new Multiannual Financial Framework (MFF) for the 2028-2034 programming period on 16 July 2025. The total budget of the MFF is expected to be EUR 2 trillion.

The EC proposed that the rules in the MFF be simplified and harmonised, and that easier transfers of funds between individual areas be possible. Competitiveness will become the flagship - a new Competitiveness Fund will be created.

Funding will also be strengthened in the areas of defence, security, energy, climate protection, support for innovation, start-ups and scale-ups.

The FP10 budget is proposed at EUR 175 billion and the Competitiveness Fund at EUR 410 billion.
