Public Consultations: on European Partnerships and IPR Protection

The European Commission has invited the public to participate in the preparation of new legislation on European Partnerships and the implementation of the Start-up and Scale-up Strategy, which includes IPR protection. 

Public consultation on European Partnerships 
- In line with the Horizon Europe 2028-2034 proposals and with the aim of strengthening the impact of European Partnerships, it is proposed to use a portfolio approach to identify a limited set of coherent partnerships, with objectives closely aligned with the European Competitiveness Fund. Some European Partnerships will be implemented as joint undertakings in accordance with Article 187 TFEU through a single establishing act with harmonised rules.

- The first part of the consultation, the so-called call for evidence, has already been carried out, and the public consultation is now underway. Deadline: 16 October 2026.

Public consultation on IPR protection
- The European Commission has launched a survey on the EU Blueprint for intellectual property (IP) licensing and spinoff creation. This Blueprint is a part of the implementation of the Strategy for start-ups and scale-ups. The Blueprint will also contribute to facilitating the commercialisation of publicly funded research results by providing universities and public research organisations  with practical guidance on aspects such as licensing academic IP to third parties.
