Japan officially joins Horizon Europe Framework Programme

The association of Japan to Horizon Europe will deepen the long-term cooperation between the EU and Japan.

The association agreement follows the EU-Japan Strategic Partnership Agreement of 2018. In December 2025, the EU concluded the association negotiations with Japan and from January 2026, on the basis of transitional arrangements, Japanese partners can participate in Horizon Europe projects in Pillar II under the same conditions as other researchers from the EU and associated countries. Japan's association to Horizon Europe officially started on 30 July 2026. With a population of 123 million, Japan is the largest associated country to Horizon Europe.
