ITRE: researchers are more successful in Horizon Europe, bureaucracy has grown

European Parliament's Committee on Industry, Research and Energy (ITRE) published a report evaluating the implementation of Horizon Europe.

The report focuses on the evaluation of the thematic areas and pillars of Horizon Europe from a technical point of view, i.e. from the perspective of the implementation of the Framework Programme. According to the analyses, the researchers had a higher success rate in Horizon Europe than in Horizon 2020, but they faced a higher bureaucratic burden, also due to the complexity of the programme. 

For example, the ITRE report quite comprehensively describes the second pillar of Horizon Europe and recommends simplifying it in the future.MEPs also stress the need for further investment in research, development and innovation in order to make Europe more competitive.

The ITRE report recommends focusing on 3 key objectives

  • Development of the European Research Area (ERA), with specific measures to address regional disparities; 
  • Creation of a European competition for ideas
  • Supporting strategic and collaborative research initiatives.
