EC open public consultation: on European partnerships and on raw materials

During July 2026, the general public can comment on the prepared EU legislation in the areas of European partnerships, critical raw materials and water resilience.

Public consultation on Critical Raw Materials Centre 
- Deadline: 29 July 2026 
- The Commission will collect experiences and views from stakeholders to take consideration of the information on the problems and potential solutions. 
- Critical raw materials are of exceptional economic importance for the EU. They are obtained from abroad. In the event of restrictions on their imports, the EU doesn´t have enough high-quality and affordable substitutes. The reason for this initiative is also the need to respond to the EU's growing geopolitical dependence on other countries.

Public consultation on European partnerships - Single Basic Act for Joint Undertakings 
- Deadline: 14 July 2026 
-  Horizon Europe proposal includes a provision to adopt a new Single Basic Act to place the new generation of Joint Undertakings set up under Article 187 TFEU on a solid legal basis ensuring harmonised procedures, avoiding fragmentation across policy areas and maintaining the flexibility to accomodate specific needs. 
- Some European Partnerships would thus be established as Joint Undertakings, following the upcoming changes to FP10 and the Multiannual Financial Framework for the coming period. 
- The Commission will consult as widely as possible to gather key input and ensure that the views of the general public of the EU are reflected in the design of the initiative.

Public consultation on water resilience
- Deadline: 2 August 2026 
- The aim of this consultation and the resulting strategy is to find solutions to water-related challenges, strengthen Europe's competitiveness in key sectors, tackle water, sea and ocean pollution.
